There are plenty of great 4x4s out there you can own without breaking the bank. Which is your favorite?
Mine would definitely have to be the Toyota Land Cruiser. For less than $20,000, you can easily source a low-mileage J80-generation truck from the 1990s that has more than enough capability to get you where you need to go. Find one with the locking differentials, and you won't have to worry about upgrading them in the future for tougher trails. And because it's a Land Cruiser, it'll last you forever with proper care.
Now we'd like to know: Which off-roader do you think is the best buy for less than $20,000? It doesn't have to be anything conventional or reliable like the Land Cruiser, either-your choice could be anything, as long as it's a capable off-roader you can reliably find for cheap.
