884-megawatt offshore wind farm the only response to state's proposal request

PROVIDENCE — A proposal for an 884-megawatt wind farm in the waters off Rhode Island and Massachusetts was the only response to an offshore wind procurement mandated by the McKee administration.

The state’s dominant utility, Rhode Island Energy, which issued the request for proposals last fall, said Friday that it received only one bid, for a project called Revolution Wind 2 put forward jointly by Danish developer Ørsted and New England energy company Eversource.

The two companies announced the project last Monday after the deadline passed for proposals to be submitted in response to the procurement for up to 1,000 megawatts of offshore wind energy. With no other developers making public announcements, it would have been a surprise if there were competing bids.

“Although we had hoped to see more developers put forward additional proposals within this appeal, we also know there are a multitude of factors at play right now,” Dave Bonenberger, president of Rhode Island Energy, said in a statement. “As we move forward, our evaluation will consider future energy affordability and how this proposal meets the requirements of both the RFP and state law.”
